SHuFFLE – Support Hub for Forest Finance and Landscape Engagement

The SHuFFLE program supports partner countries in accessing high-integrity forest climate finance and results-based payment mechanisms. In the Democratic Republic of the Congo (DRC), the initiative provided strategic technical assistance to develop the institutional and regulatory framework for the national carbon market.

The assignment focused on operationalizing the Authority for the Regulation of the Carbon Market (ARMCA), established by Decree No. 23/22 (June 2023), and aligning the emerging national carbon market architecture with international best practices under the Paris Agreement, including Article 6 mechanisms, REDD+ standards, and principles of environmental integrity and transparency.

Through policy analysis, stakeholder consultations, and technical guidance, the program strengthened governance coherence and supported the DRC in structuring a robust, inclusive, and investment-ready carbon market system.

Key Contributions & Impact

• Developed a comprehensive Carbon Market Institutional Handbook guiding ARMCA operationalization
• Analyzed international regulatory and institutional models for contextual adaptation to the DRC

• Designed safeguards to prevent overselling against NDC commitments
• Conducted bilateral consultations with ministries, development partners, financial institutions, and private sector actors
• Designed and delivered training modules on Article 6, carbon market governance, and stakeholder participation
• Developed capacity-building materials for government agencies, private sector, and communities
• Facilitated high-level technical dialogue to support transparent and inclusive carbon market development
