WICA – Central Africa Women’s Initiative for Climate Action

The Women’s Initiative for Climate Action (WICA) is a regional capacity-building programme designed to strengthen women’s participation in climate governance, greenhouse gas (GHG) accounting, and implementation of the Paris Agreement’s Enhanced Transparency Framework across the Congo Basin.

Founded and led by Dr. René Siwe Ngamabou, WICA addresses two critical challenges: the shortage of qualified national GHG accounting experts and the underrepresentation of women in technical climate leadership roles. The program combines national workshops, advanced MRV diploma training, internships, mentorship, and participation in UNFCCC processes to build a new generation of women climate professionals.

Since its launch, WICA has established a sustainable regional network that strengthens institutional capacity for national GHG inventories, Biennial Transparency Reports (BTRs), and long-term climate governance across six Central African countries.
